Plasma Details Torch Validator Handover Mechanism

Plasma has released a technical overview of its Torch validator handover mechanism based on Fast-HotStuff. The design allows for handovers without overlapping committee members or pausing block production, though it increases message transmission overhead. The proposed dynamic epoch boundary scheme is currently undergoing peer review, with a formal whitepaper and machine-checked proofs expected later this year.
