European regulators, including the European Securities and Markets Authority (ESMA) and authorities from France, Germany, and Greece, are investigating whether Binance Holdings Ltd. has been providing services to EU customers without proper authorization under the Markets in Crypto-Assets (MiCA) framework. The inquiry focuses on whether the exchange is inappropriately utilizing the "reverse solicitation" exemption under Article 61 of MiCA to serve European clients. Following the withdrawal of its Greek license application on June 24, 2026, Binance has restricted certain services and new client onboarding in various EU member states, though the company maintains that it remains in compliance with regulatory requirements.
