OpenAI provides Daybreak cybersecurity tool to Ukrainian government

OpenAI has announced that it is granting the Ukrainian Ministry of Digital Transformation access to its AI-powered vulnerability research tool, Daybreak. The tool, which runs on the GPT-5.6 Sol model, is designed to identify and remediate software vulnerabilities before they can be exploited by Russian hackers. The initiative was announced during the UN General Assembly by Ukrainian Consul General Dmytro Kushneruk and OpenAI's head of national security policy, Sasha Baker. Daybreak assists in scanning legacy systems, verifying potential vulnerabilities, and confirming the effectiveness of patches. This move follows OpenAI's previous deployments in France, Germany, and Poland, and aligns with the company's $1 billion subsidy program announced on September 3. According to reports, Ukraine's CERT-UA recorded nearly 6,000 cyberattacks in 2025, a 37% increase from 2024.
