The legislation mandates that the federal government freeze seized Bitcoin for at least 20 years, preventing liquidation, and requires quarterly audits and proof-of-reserve reports. The bill also authorizes the storage of state-held Bitcoin within the Federal Reserve system and explicitly affirms the rights of private citizens to hold and self-custody Bitcoin.
