Circle President Testifies Before Congress, Urges Legislation to Protect Dollar's Global Status

Circle President Heath Tarbert testified before the U.S. House Financial Services Committee on September 2 regarding the future of U.S. financial infrastructure. Tarbert highlighted that the dollar's share of global reserves has declined from over 70% in the late 1990s to approximately 57%. He urged Congress to implement the GENIUS Act, close regulatory loopholes, and work in a bipartisan manner to advance the CLARITY Act to ensure global financial markets operate under U.S. legal frameworks.
